Damn man, you should have called the customer support the first time you noticed somethig wrong with your graphics card, you'd get a replacement. Now you've got two monitors down, and the graphics card manufacturer is to blame for that. Despite that 3 years have passed, I really hope you can get a return of the cost.
And I suppose that someone "more sophisticated" will just get you a replacement, if it exists, if it doesn't, no one's going to repair broken cards XD that'll cost more than getting a new card.

I had a massive high end GPU with three fans and one of them was always kinda slacking.
The fans are Windforce X3 and they are supposed to be like super cool, but the malfunctioning fan was fking up my gpu from the beginning. Initialy we thought that hes being immobilised by dust but it seems that isnt the case. It used to reboot my computer like once a year but its now more frequent and the fan stops completely at random times which means that I never expect it coming. Thing is that this issue has lead to my old 24 inches monitor to burn and my latest one's diodas to burn.
I still have one month to either get my money back or get it fixed by insurance.
The card is 3years old but I have the receipt. It's construction is so fked up that you can't fix the windforce fan yourself and I am realy curious about how would someone "more sophisticated" handle it. Anyway the fans are nearly impossible to find and the gpu itself is out of stock in most of the shops. So if I get my money back I will buy some new generation.
